Created by decree in October 2016, in the midst of a state of emergency, the Secure Electronic Certificate database (TES) realised a project to computerise the biometric data of the entire French population. It is the fusion of the passport and the identity card, and could also contain banking and health data, as well as a digital currency.
The biometric registry comes in addition to mass surveillance by cameras that will be installed in municipalities and whose endowment will amount to 100 million Euros for the next year. This generalised registry allows the identification of each individual at a specific point and time.
Digital identity arrived a week after Macron's election in 2022. The approved decree authorises the creation of an electronic identification means called the “Digital Identity Guarantee Service” (SGIN) and repeals a previous one from 2019 that authorised an electronic identification means called “Certified online authentication on mobile devices”.
This device is the starting point of the “Smart City-Technopolis”, a connected city that monitors 24 hours a day with security deviations due to the multiplication of sensors, cameras and terminals.
All these techniques were tested irregularly with facial recognition in Nice, the pilot city of future smart cities. Today, widespread surveillance extends to 3,460 French municipalities.
The government has published the subsidies for secure titles (DTS) paid to the 3,460 municipalities equipped with a fingerprint collection device. The subsidy ranges, depending on the municipality, between nine thousand and three million euros.
The subsidy is granted to all municipalities equipped with a DR (fingerprint collection device) installed on January 1 of this year. Its total amount is 100 million euros. This is a financial incentive for municipalities that offer digital identity certification.
